cruise control
As I revitalize my 87 coupe and part out the 88 H & E convertible one of my goals is to get the cruise control on the 87 actually working. I've had the car since '92 and it has never worked. I did replace the vacuum actuator once and have tested the little electric plungers to ensure they are working. The bellows is fine, no cracks. And it is completly sealed with silicone.
Question: Should I continue to pursue the original bellows style set up or is is possible without major engineering to replace it with push rod style unit from a later year car?

I have no experience with the later system so I can't comment on any advantages it may have.
However, if your existing bellows is sealed and tested, as you say, that's 75% of the battle. Getting your existing system to work probably won't be too difficult.

The later push rod capstan/cruise system will not easily go, if at all. The diameter of the push-rod capstan is much smaller, and so the original throttle cable/pedal travel will not work properly.
Make sure the switch at the base of the gear shift is working correctly and that your electrical connection to the brake booster and the brake fluid reservoir cap are good. Nothing will work if they're not. My car is the same as yours so check back if you get stuck.

If you haven't already you may need to check the condition of the tiny sealing pad on the solonoid plungers. Even though the solonoid might be ok electrically, the pads can harden with age and can also come unglued and no longer seal.
