Default Electric radiator fan

My 1996 4.0 overheats a bit in traffic on hot days, hot enough to turn the electric fan on. It was running and I cut the engine off and with the bonnet raised was surprised to find that no air was coming through the radiator. All the air was blasting upward from between the fan shroud and the ac condenser.
I pulled the flexible rubber sheets away from the back of the radiator and still got no airflow. It seems as if the ac condenser or the radiator is clogged up with dirt although I can't see any.

Have any of you experienced this?

Radiators being externally clogged with debris is common....and doubly so on Jags, it seems. The fins are finer and hold the debris.

The rad on my XJS was fully 30% clogged. I had to remove it for a thorough cleaning

Cheers
