Emission air pump

Emission air pump
Does anyone know which V12s have air pumps and which don't and why?
My 74 E and my 95 6L XJS both have pumps. My 84 HE doesn't --- it hasn't been taken off -- never had it and the inlet manifold has no provision for the air tubes.
I also have another set of manifolds that have no holes for the air tubes.
The HE went through the smog test with flying colours first time --- I can't get the E through although I think I just need to spend some time on the carbs with the air/fuel meter.
Cheers, hale

Not sure if this helps or applies, but you may want to check the stickers under the hood and/or on the door jamb that certify to which standards the vehicle was built. There is a federal standard and a California standard (there was a period when cars were ""California" cars or "49 state" cars. California has had tougher air quality standards than federal standards.
