Default MAF sensor voltage incorrect

I've been learning how to set all the injection voltages on my 93 XJS 4.0. I've been able to get most all the correct setting on the TPS, Temp sensor, etc., but one setting for the MAF will not register. The manual states, checking the harness side connector, with the car running, I should get a reading of less the .1 at the #3 pin. I get a .06, so far, so good, next I should increase the RPMs and the reading should increase to around .2. The vohm meter reading doesn't move. The reading stays at .06. All the other reading on the connecter are within the correct range. I checked the harness for breaks etc.
What could be the problem, is the ECU suppose to be sending a signal to increase the volts. I'm really not sure if it's effecting the running of the car, cause I just resently got it running and have nothing to compare it to. It seems to run good except for a poor idle, that's why I'm resetting all the specs. Because the reading are being taken on the harness side, it should have nothing to do with a malfunctioning MAF sensor.
