My power windows are stuck open.
There are 2 fuse panels one under the steering wheel and one under the glovebox, I can't remember which side the window fuses are on but check these.
Also check the switches these are notorious for failing due to dirt contamination. They can be cleaned by removing dismantling them and cleaning the contacts with some very fine emery 1200+ and alcohol the ISO type not your good Scotch. Put them back together and I'll bet this fixes the problem.

Agreed on the switches being a known culprit.
If the '84 is the same as my '88.....and I suspect it is....you won't find a fuse but, instead, a circuit breaker.
Look on the right hand side component panel. The CB is about 1.0" x 1.125" and has two male terminals. One of the wires will probably be brown.
There's also a power window relay. I can get the wiring colors if you don't have a diagram

Yes Doug is right there is a thermal breaker and relay that supplies power to the switches. The breaker will trip if a switch sticks and continues to drive a window when it is all the way up or down.

thanks for all of the advice. You are right in pointing out that it is a breaker and not a fuse. I was convinced it was a fuse or a breaker because I just got a new battery that is pretty strong. However, it turns out that a wire got knocked loose from the circuit breaker. I got the diagrams from Captain Jaguars cathouse which were very useful. I got the windows up minutes before the rain! Thanks again.
