Black anything interior kind of hard to find. I have a 93 black in black convertible. When I got it I needed that same item under the steering wheel, which is when Paul's Jags Informed about the low production numbers for black interiors. I did finally find one after some waiting on Ebay. Perfect fit. Check Paul's Jags in S. Florida as well as Jaguar Heaven out in California there are others you can find on-line May even be someone on here who can help out. at worst you might have to re-die one or get it recovered in black.
If you can find the part you need in another color, I have had success painting interior trim pieces with SEM ColorCoat brand spray paints. There is a prep spray first, then several light coats of the color coat.
Sorry. it has taken me awhile to get back to you all. I did purchase a used black under scuttle on ebay. The picture looked just like mine but it was not the same the unit, has more of a flat face and mine curves more under the dash. So if anyone needs a black under scuttle that is flatter let me know I have one. It looks like a lot of people are modifying parts to get things to work on the Jags. A Lot of the leather in the car needs a little work or replacement. I purchased an original leather Mulberry color sample and sent some pictures off to a leather product provider to see what products and dye he would recommend to get the leather looking good and all matching. There is no way to get the leather back to the original color due to the age and products used in the past. The company I sent the informant to is Fiebings they have a lot of leather products and dye options. Attached is a picture of the black under scuttle have available and pictures of the changes in the leather color.

They will be able to give you the correct mulberry colour is you provide them the Jaguar Mulberry trim code. Their products are very good. I've been using them for some years.
Mulberry is either code CM or CEM later on , i lived with a Mulberry interior car for nearly 20 years, and to be honest, i feel the swatch you were sent isnt Mulberry , as its not got any 'blue' to it as Mulberry has, its more like Oxblood, which is not Mulberry,
