Default Steering rack spacer

Was going to put my rack back in after cleanup and putting in some Prothane polys, and it was a tight fit. Then as I started to back it out to get a closer look, this fell out. I believe it's a spacer of some kind.

Is this even needed if the new bushings are gonna be a tight fit?

Opinions vary. I never reuse 'em when I install poly bushings....which is always

Cheers

Slightly off topic but I feel it should be a rule to photograph our Part in Question with our drink of choice in background view.
