Default Turn Signals / Hazards

Completely researched this forum and tried almost all recommendations but still can't get them to work. 1989 XJS
Turn signal lights on the dash do not come on. Signal relay clicks when I use the signals on the wheel and front and rear signals work outside the car but nothing on the dash. Hazard switch clicks the relay also and lights flash on both sides front and back but nothing on the instrument panel as well.
I added a redundant ground to the instrument panel. Cleaned as best I could the hazard switch with contact clearer in and out. Removed the instrument panel and cleaned all contacts/bulbs. Tested the bulbs to ensure they worked. Changed all fuses related to the hazards and signals even though they were good.
I still can't get them to light at all on the instrument panel. I ordered a new flasher but not in yet. I must be missing something...
Any ideas are much appreciated.

I wouldn't give it another thought until you've installed your new flasher. Ground for the dashboard indicators comes from the flasher unit. I'm pretty sure that's the problem
