Question ZF steering rack rebuild - have I f**ked up?

I HAVE A WORKSHOP AGAIN! Car is in paint and looks great, I have boxes of bits that I need to bolt onto it.

My rack is cast with "ZF", "7852 218", "289920" and the purple tag says "7852 974 224" and "CCC 6012". It's an RHD ZF rack. I'm following the guide at https://www.jaguarforums.com/forum/a...0-zf-servo.pdf

I've got the valve housing and the inner tie rods off. I'm stuck on what I think is the preload adjuster. I have lightly drilled out where it was peened, but the bolt does not want to rotate. It'll go about 30 degrees either way, then the resistance increases. In fact, I've rounded the nut :-(

Do I need to drill the peening out more? Should this in fact screw off?

Also, how TF are you supposed to remove this blanking plate?
