Default Adaptive Headlights Issue

I have an issue with both my headlights not raising to the level that they should and a blinking warning light on the dash that won't go off. When I start up my 2008 XKR Porfolio, the lights move left and right but neither raise. I ordered a used module with the same model number from eBay, and my mechanic installed it. Unfortunately, the module is looking for the VIN of the car that it originally was installed in. My mechanic then brought it to another shop that works a lot on Jaguars. He was told that he couldn't help and that it would be very expensive to fix. I'm sure that I'm not the only one to experience this. If anyone else has had this problem and solved it, I would appreciate any advice. Thanks

I would check the ground lugs behind the passenger side wheel on the frame this is a known failure point.
