Mine wouldn't go the whole way up or the whole way down. If you hear the motor trying to raise/lower the mast, you probably need a new mast. If you don't hear the motor, check the fuse. If the fuse is good, you are looking for a whole new antenna.

I was able to just remove my aerial mast, clean it up, clean the gummy grease off the white plastic geared piece and reinstall. Works perfect now.

Mine is always down and has been since I got it. I believe it's bent, but I don't try to use the radio, so fixing it hasn't been a priority. I've had plenty of other projects to tinker on with the car. If/when I do fix it, I will probably switch to a different style, dependent upon whether I feel like doing some body work at the same time.
Nearly everytime I wash the car, I clean then lube (sparingly) that mast. And don’t use wd40.
@Cee Jay states, its limited to a few simple components. But if its marginally operational, gently ‘helping’ it to full extension, cleaning and lubricating (I just use that majic called 3 in 1) then gently helping it down, it will be back to proper working order in no time.
