Does the key fit any of the wheels? Does the key look right, more or less?

If it's clearly the right key, it could be just corrosion or distortion that is stopping the fitment and you can use an abrasive to clean things up or just hammer it on.

If it's obviously not the right key, it sounds as if you need to call a Jaguar dealer to see what they say or a garage as DIY removal, whilst possible, requires some experience to avoid damage to the wheel.

Not the answer you are expecting, but buy 4 more nuts and plan to get rid of the locking ones. After a while they become problematic and are not needed.

Do this ^ ^ ^ ^ ^
Acquire a cheap deep socket of a size that doesn't quite fit over the outside of the lock nut. Smash it on and remove the entire thing. You will damage the socket and nut, so be prepared to throw it away while stuck together.

And pray 🙏🙏 that you don't snap the wheel stud. The OEM lug nut is 19mm.

Here's how to do it:

At the Tire Shop the inhouse mechanic always used a cold chisel and hammer for impossible nuts.

Tire shops also have a lot of different lock nut sockets for situations such as yours. There a four tire shops with 5 miles of my house. If it were me, I'd stop at each one just in case.

You guys forget, his tire is punctured. I ASSUME that the tire is either quickly deflated or quick enough to preclude driving the vehicle. Nobody wants to damage a wheel that costs $1000 to replace (guess).

Not me, 'cos I'm assuming that he'll simply call a mobile mechanic if the tyre does not stay up long enough to get the car to a fixed one.

Me assuming again, but I figure that if dude's capable enough to attempt to remove the offending wheel/tire to have it repaired, he'd be way more than capable to attempt simple at-home fixes before shelling out $250 to have some other guy come and do basic tool usage for him.
