when engaging the lock from the inside by pushing in the handle, it locks and unlocks three times in succession by itself and the passenger door does not lock at all.
is there a way to re or program the system or is it just broken

A failing microswitch in the driver's door latch can be a cause of the issue you describe.

There is a latch that is NOT LOCKING. (it is likely a switch in the door, boot or bonnet)

There might be physical locking but a switch is reporting OPEN.
