I don't know if it would be possible to name one "best" scanner for your car, but for an inexpensive option that can scan Powertrain (P-prefix) diagnostic trouble codes (DTCs), show Live Data, and show some hexidecimal data, many owners are using an ELM327 Bluetooth or WiFi OBDII interface along with their smartphone and a free or inexpensive app such as Torque Pro, DashCommand, etc.
Some owners are using the iCarsoft i930 Jaguar / Land Rover hand-held scanner. The newer version that is held horizontally is reportedly better than the earlier version that is held vertically.
In order to read all of the proprietary Jaguar Body (B-prefix), Chassis (C) and Network (U) DTCs, you will need either dealer-level software such as Jaguar Land Rover IDS, WDS or SDD and a suitable interface cable such as a genuine Ford VCM or Drew Technologies Mongoose, or a high-level third-party system such as AutoEnginuity with the Jaguar enhancement or similar.

I didn't have any success using the inexpensive readers. Finally I bought the icarsoft V 1 and it had no problem connecting to my '02 XKR. there is a V2 model for about $50 more than the V 1 , but I don't think it has any features that are better for the older Jaguar models, I spent about $100 and now have a basic idea what is going on with my car including the ability to zero out the fault codes.
