I don't think that's a problem. When the engine is shut off there is a lot of residual heat that raises the temperature of the sensor high enough to cause both fans to run on high when restarted.

You would be more comfortable if you add a temperature monitor, your gauge is not useful over 185 F. I have a Ultragauge in my XJ6 and switch it to the XK8 when on trips. It plugs in to the OBD2 port and can monitor many engine functions, also has alarm for temp. It is also a code reader.
