I guess they are fog lights. The ones on the lower corners of the front bumber. 97 xk8, can they be adjusted?

 

Each lamp has an adjuster for vertical alignment only.

You should be able to adjust the fog lights from the rear side of the bumper.

 

my left fog is pointing more to the ground right in front of car then outwards like the right side is.

 

Go to the link that motormouth posted for you. Enlarge one of the fog lights for your year car and look at the rear picture. The knob at the bottom middle of the light is your adjusting knob.

My right light was pointing lower than my left and by turning that knob clockwise I was able to raise the beam up to match the left side.
