How to remove fastener-rear bumper-not the spinning one

Does anyone know how to remove this fastener? this picture shows both sides.

You need to remove this to put the bumper into a new bumper cover.

They are described as rivets in the workshop manual but all it says is "Remove and discard the retaining rivets" - I guess you just centre punch and drill them out.

Then you have to find replacements...

figured I would be doing some cutting, easy change to nut and bolt. move to nuts and bolts.
