When you say "is showing very minimal in the tank" do you mean the hydraulic fluid is low?

If the tank is almost empty, that is why your top isn't working. But that is just a symptom. The problem is why the fluid is low. If you weren't getting green fluid leaking out of the windshield header, one (or both!) of your lift cylinders or the hoses servicing them are leaking - a LOT. You should see evidence of hydraulic oil somewhere in the trunk or back seat floor areas.
”Yes” to what Mike and dibbit said above... If the fluid is low (very low?) then it is going somewhere; ie., you have a leak. Fast or slow you still have a leak. Your job is to find it. Filling the reservoir before finding the leak may make the top work better for awhile, but you still have a leak. Perhaps it will reveal itself. Perhaps there is more than one.
Best of luck but the most likely cure if the lines and or connections are leaking and are original is to replace all the lines and have the three activating cylinders properly rebuilt.
