Default No crank condition

Sorry, I know this has been done to death, but I’ve read everything I can on this and am still stumped by an intermittent no crank condition. Here’s the run down:

I believe I’ve ruled out relays. I replaced the 5 associated with starter and played musical relays.
I believe I have ruled out battery which was tested at parts store and it delivers over 12.5 v.
I believe I’ve ruled out security as I’ve locked with the windows down, reached and turned ignition. The car accepted the key and no alarm.

With key in start position, I have 12v switch signal to the relay. The relay clicks (I’ve tested several) but no crank
I’ve gone underneath and jumped the starter terminal with a screwdriver and it engages and spins.
The weird thing is that across the switched terminals on the starter relay (pins 30 and 87) I have way less than 12 v. I don’t know why. Any thoughts??
Thx!

Check for 12 volts at each of your 5 fuse boxes
