P1671 - Restricted Performance

I've got a problem with code P1671; Fuel pump (2) relay. The car won't start unless you ground the ground the relay; the wiring is fine between the ECU and fuel pump relay. Are there any missing signals that can prevent the ECU from giving the ground signal to the relay? And, can I get a used ECM to 'plug and play'?

ECMs for the earlier cars do tend to have some issues, and many owners have resorted to having theirs rebuilt...basically, repaired/reinforced solder connections internally. If you think its the ECM, I'd definitely look into that option. brgjag (member name) recently went thru a rebuild, so his thread should, IIRC have the company contact info in it.
Did you try to reset the interia fuel cutoff switch? I would think this would set a different code, but since it is easy to do, might be worth a try before you start swapping ECMs. It is in driver's side fuse box, between dash and door.
