Rot in this rail is common, due to **** poor seam sealing. There is a foil-and-bitumen 'bung' lower on the rail:
where you could possibly snake a spray nozzle in and up.
Alternatively, the bolt holes for the bump stop at the top would give access for a small diameter pipe.
