Front or rear?
You said you changed shocks? New shocks w/ new bushings?
Not sure what you mean by shock mount?

front shocks and mounts were replaced.
when I go over a bump, sounds like shock piston is pushing the bolt off the mount and the makes a clattering sound when bolt/washer hit back down on the shock mount.

The bolt should be snug in the bush sleeve ie no movement and it then should be torqued up to about 80Nm (check JTIS) so it should not move within the lower arm mount.
Check how tight your bolt is.
