It may be that there's not enough hydraulic pressure to operate the lock. Check the little Tee handle on the pump is fully clockwise.
What happens if you cycle the top a few times ?
Did you disconnect the battery to change the regulator?

Chaps
I did disconnect the ground terminal while I worked on the car.
I now have no response from the top, either to raise or lower. It appears to be stuck in an almost closed position. I tried opening the pump valve once again to manually ope, but its like the top is not letting the hyd fluid return to the reservouir. Its just locked. Is there a spot to add additional fluid if low? Is there a electric relay that I might have an issue with?

Did Brutal's suggestion work?

If it does not, you will need to manually latch the top to reset the sequence. Open the petcock, and remove the allen wrench mounted in front of the pump. Pop out the plastic plug in the header and manually latch the roof. Then close the petcock

You should be able to cycle it normally after that.

See also www.jagrepair.com for more info.

Since you disc. The batt. Yes you need to retime the windows, and since you got it stuck and out of time since you didnt do that first. Youll need to retime the top now too. Rtime the windows and press and hold for a few minutes the top button without release. This many timwes will restart the top and allow it to retime without doing it manually

Well, I am shaken to the quik.
I tried holding down the switch for milleniums, nothing.
I tried using the door switch. Nyet
I do hear clicks from the back but cant isolate.
No top movement, no window movement. Clicks and pips but no real action.
Time to go to the dealer facista.
God help me.

if youve reset the door windows, then manually fully close the top and start again with opening with the button, you did fully close the bypass valve right

Bertie set you a message with my cell sounds as if you are having the same types of problems that i went thru. Had fuses , latch malfunction, all due to a repair with a solenoid on the pump. Jim

The windows will not go up until the roof is up and locked. Check the fluid and that the petcock is closed. I should also note that it could be out of sequence and that can be remedied by manually opening the roof and then closing electrically.
