unknown component inside rear bumper

unknown component inside rear bumper
Hi All
Has anyone any plan what that part is for? It is located inside the rear bumper, left side. ~7x18cm, maybe 1cm thick. Bottom plate is white plastic with snap on hooks on it, on top is a black thin layer connected with two Philips screws.
Thin isolated wire attached to it.
Maybe this was added later, but I really have no idea what function that part serves.
any ideas?
