Low beams do not always work properly

Low beams do not always work properly
I have a 1994 XJS V12.
Whenever I turn the lights on, there is a possibility that the low beams will be very weak. If I turn on the high beams, everything lights up and after awhile if I go back to low beams, they will work properly. At other times, if I turn on the low beams, they work properly.
I have replaced the low beam relay switch, but that didn't resolve the problem. Any other ideas?
