2013 Jaguar xf i4 turbo petrol
operating temp 95deg cel. Engine fan is operating only at low speed. We replaced the fan motor assembly with module but the fan still does not vary in speed. Is this normal?

Trying to get some context. Are you an owner simply concerned the fan doesn't appear to run high speed or a repair shop troubleshooting a vehicle brought in with an overheating issue?
