Default Indicators

Hello to all.
I’ve read some of the posts about the indicators and flasher unit. My left indicator dash light will flash a few times, then stop. The indicators outside the car still function.
The right dash light worked fine until I replaced the dash. Now it doesn’t function at all and the outside lights work. Is this a flasher relay issue?
