Default 2000 S-Type; Steering issues -STILL

Hello Ladies and gents! So, I've been pulling my hair out with this 2000 S-Type 3.0 for several months now. Initially the problem was just a squeak coming from the engine. I did have an overheating problem anyway so I changed the water pump. No luck, still squeaked (no overheating problems anymore though). Next I though it was the tensioner pulley, changed that... no luck, still squeaking. The car also had minor difficulty steering sooooo, of course, I changed the power steering pump, STILL SQUEAKING and now the steering stutters (hard then soft then hard again as you turn it). So, in pursuit of taking care of the squeaking problem, I thought, even though the belt looks good... I'll change that as well. During that process... EUREKA, I noticed that at some point the belt must have been stuck because there was rubber stuck on the pulley on the crank shaft. I cleaned the rubber out of the ridges on the crank and low and behold... no squeaking. Still have the stuttering steering. I had previously posted a question about this and was advised that I had air in the power steering system. I bled the system and it seemed to get better but it then returned. So naturally I assumed, "the heck with those people on the jag forum... they don't know what they're talking about" soooo, I bought a new steering rack and installed that. Guess what..... I still have the stuttering but it doesn't seem as bad after vacuuming the reservoir and turning the steering wheel a few hundred times. Nevertheless, I can not seem to shake this problem. Realizing that I had made a grave mistake in ignoring the jag forum gods, I tried vacuuming the system again (from the reservoir) but this time not improvements.
The question is there something that I'm missing, in regards to how to bleeding the system or am I just bleeping crazy keeping this car?

You did NOT bleed the PAS properly!!!!!!!!!!!!!!!

The 2000MY Ford steering system requires a stupid bleed procedure. This drove us crazy when this system came out in the NEW Jaguar S-Type.

The procedure is described in JTIS.
There are TSBs for steering faults associated with the early Ford Steering.
Refill the P.A.S. reservoir, using new fluid, and bleed the system, following the
procedure detailed in JTIS Section 211-00, General Procedures, System Bleeding.
Note: Failure to perform the bleeding procedure correctly, allowing air
to remain in the system, can result in noisy operation and/or
shuddering to be felt through the steering wheel.
It is not necessary to replace the P.A.S. reservoir during the above
procedure.

Note that a vacuum pump and adapter (Special Tool 416-001-01) are required.

Thanks for the info. I've read both JTIS documents. Do you happen to have a copy of the JTIS-00?

+1 you must vacuum bleed the system from the reservoir.

If there a specific location to find the JTIS or do I just need to comb through all of the posts? I tried a search for section 211-00 and found no results. Not sure if I'm doing something wrong.

Although I'd love to have all of the JTIS files... I've spent over 4 hours trying to follow the process and have no suceeded. I've attached a screenshot of the message that keeps popping up. Even if I change the location... the same message pops up. For now all I really need is section 211-00 (how to bleeding the power steering system). So, if anyone has a pdf of that section... I would GREATLY appreciate it.
Thanks again to all who've offered assistance but I'm not the most computer savvy person.

Thanks Norri... I think the problem is that I can not successfully download the JTIS 21 S_type.part2.rar file. Everytime that I try it, I am informed that one "broken file" and therefore the entire file will not install on my computer which of course foils the whole attempt. I've attached a screen shot of that error (in case you, or anyone else has any insight).
