2003 s-type lighting problem

After I dropped my car off for inspection at my local service station and they replaced the license plate bulb, my rear parking lamps and license plate bulbs blink dimly with the right turn signal. MY mechanic tried new boards in the rear light that did not help. I am hoping it is not a control module. He says he cannot fix it. I have tried to trouble shoot it with my multimeter, but it is totally confusing. LIke it is ground switched. It seems like a ground problem od some sort. Any hints?
The rear lights are ground switched and not only that they are powered backwards from nearly every other car on the road with power on the outside of the socket. The problem you describe is usually caused by an incorrect bulb being installed. Check ALL bulbs and make sure they are the correct spec for every position. Hopefully no one was dicking around with a test light or worse yet a power probe and sending power backwards to the module drivers and wrecking a $750 module.
