Default Belly Pan Scrapes

I have a 2003 S-Type 3.0 with the Ford Duratec engine with 62k miles. I checked the ride height according to Jaguar specs and it is correct. My question is this a low profile car meaning when I have 4 people in the car I scrape the belly pan when I go over a speed bump and I go very slow when doing so. I also notice when I'm driving solo and I go over a speed bump and don't pay attention to going slowly the car will bounce up and scrape the belly pan. I have checked the belly pan it is not dragging and is totally secure. The ride in the car is great no shakes, pulls, nothing. Is this normal for this car ? or is it time to change my shocks/springs and if so what should I get ?. Thanks for the help here.

+1 doesn't sound right

Shocks may have lost their oil. I guess not springs if the height is right.
