Cannot remove fuse

Are you using the fuse puller tool or trying to pull it out with your fingers?
If you can't get it out with the tool then a pair of needle nose pliers used gently on one side and then the other may help. Be gentle.
It might also be helpful to remove the fuses on either side of the sticking fuse first, so you can get a better grip on it.
