I found, after much discussion with a mechanic at Jaguar, that it is indeed the ballast. The light adjustment is also gone on it so I am going to buy a replacement and install it myself.

Sucks. With the expenses that I have right now with the move, this is the last thing that I needed. Still, I've been lucky with this car. Very few problems.
