Ok, a little under $10, I made the leeper extremely hard to steal...
The bolt is just held on by a platic nut. If you want to replace with a metal bolt, the size is M16. In either Home depot or Lowes, the larger metic bolts including this oneis located in a drawer in the hardware aisle. You'll also need a DEEP socket. I happened to already have a 15/16, which will work but is not the exact size. The exact size is metric and I don't what it is, I do know it's larger than my largest socket of 22mm. A socket should be only$5 from walmart/auto or home store. I bought for $1.97 5min epoxy, I put it inside and around the exposed spring of the leeper. Once you remove the leeper, you'll see what I'm talking about. I've rendered the spring useless. I installed everything and pulled with all my might, nothing moves!
