Where is it located? under the steering wheel? in the engine compartment? A wider picture might help.

Oh I LIKE 100 questions!!!

My guess is it's the damper for the glove box door. I cheated because I just recently removed the entire glove box to inspect some things behind it.

That's the optional "stash-a-garrote" accessory, found on originally only units designated/shipped to South American countries, like Brazil or Columbia for instance.

Gosh . . . I have tried for hours to resist the temptation but here goes . . .

The syringy type thingy (sorry if this is getting too technical) is packed with C4 or Semtex and the cord-pull . . . if you do . . . is the last memory you will have when it fulfills its intended purpose, The reason it is mounted under the car on the muffler/resonator is so that the jelly-like "funny putty" gets good and hot (read, highly unstable) after a good long motorway drive.

Yes, often applied by very naughty people in retaliation under the cars of other very naughty competitors. Reputed to work somewhat opposite to the DPFs in Jag diesels . . . instead of a regenerative cycle that rids the car of all its crud . . . this one uses a degenerative cycle to rid the car of all its occupants.
