Default Xenon HiD Lowbeam headlight not working

Passenger side low beam. Bulb, Ballast, igniter, fuses have all been changed. Any suggestions on what to do after this? Not working.

Ballast, igniter, bulb replaced.

Passenger side xenon low beam not working randomly went out. Swapped parts and got new ballast etc. thinking it may be wiring?

GEM or the non servicable relays in the front junction box.

both of my cars do this. flick the switch again and the right hid relay kicks on. never cared enough to look for ground at the GEM when it happens

General Electric Control Module, sometimes called the FEM

light stalk position fed to the gem. gem grounds hid relays that are in the front power distribution box

F14 was replaced with a new 15A fuse. Same for the driver side.

However, F9 has not been replaced. Is this the fuse box you are suggesting?

I apologize in advanced this is all very new to me.

truthfully, I have no idea what I’m looking at here. Is this in the front fuse box? Or is this part of the wiring?

R13 on the front fuse box can just be flipped?

Found another post from earlier in time with the same issue. This may have helped. It’s funny you were there too. Thanks for the help! Will try this and then update in the future.
