Can anyone tell me if my car take power steering fluid? My steering will is locked

 

I am going to assume that you mean that your steering WHEEL is locked, that is, it will not turn. If that is the case, it has nothing to do with the fluid (and yes, your power steering system has a fluid reservoir with a black knurled cap).
When you turn the key in the ignition the wheel should unlock. If it does not, it simply needs a firm tug to release it.

 

He turned it off with a slight pressure on the wheel, lol. Just insert key, turn, wiggle wheel side to side a bit, it'll unlock.
