When you change the air exit options (floor, face, etc.) does the exiting air make the change? The other possibility is the stepper motor on the "close heat" i.e. The heater core one is stuck or broken and not bypassing the heat. It is always hot, it's supposed to be bypassed when A/C used.

the bottom stepper motor is for the blend door - that controls the temperature of the air by allowing the right amounts of cold and hot air to get what's wanted

S type, but same procedure =
