Cluster change
I just watched a YouTube video recently and the guy there said you need to change the cluster, the ECM, and the security chip in the key as they're all a "set".
It all looks like quite an easy job, but maybe expensive.
But the cluster looks really easy to remove, like just pop off the wooden trim and a few screws holding it in. So getting it repaired might be easier.

RObert, you have 2 options. You can do as the video suggests and replace those 3 parts. Granted, you may find that this will then put your ODO into question as you will have the mileage of the other vehicle which may throw flag with your registrar for your country. And, like was mentioned, may be the expensive way to go. The other option is to simply find a shop that has the SDD software (most indy shops do) and if you bring them the instrument cluster and the car, I am sure for under what also buying the keys and ECU would cost, they can install the cluster and reprogram it to work with your car (needs to have the security updated to your car). This then keeps the ODO accurate and you don't run into any issues with the government.

Have you checked to make sure it's the gauge that's at fault, and not a broken sensor or wire or something?
You can do a simple gauge test by holding down the trip button on the stalk when turning on the ignition, and keep holding down the button until it says "TEST" on the display. Then press the trip button to cycle through test info. Gauge test is one of the first checks on it.
