Locking and unlocking is a mechanical function. If the key is cut correctly the key will unlock the door. The starting is an mechanical/electronic function. The chip in the key must be programmed to the Security Locking Module to allow the ECM to start the car. The ignition switch inquires of the chip and if the code matches what is in the SCLM the car will start. A locksmith with the software can program the chip. The software is a dealer level program.

avern1 is on target - It looks like the previous owner lost his/her original key and purchased another key, had it cut, but not programmed for the car.

You will need to find a locksmith or shop that is able to program the "main" key to start the car. There is a transponder "chip" in the main body of the key that the Passive Anti-Theft System (PATS) module looks for and if it does not match the code in the PATS, the car PATS will not give the "Okay to start" signal to the starting circuit and the car will never start.

You can try to attach/tape the key that does start the car to the steering column near the ignition switch and try to start the car with your main key. If the main key does then start the car, you can be assured that it will start the car after the transponder has been programmed, assuming it has one installed.

In the panhandle of FL it cost me around $150 to get my spare key cut & programmed ($10 for the key - $140 for the cutting & programming) for my X Type several years back. You will need to call around to find a shop/locksmith that is able to do the work, as it is a specialty job and few can do it.

This is a photo my Spare and Main keys.
