P1338 and P1699 codes HELP

stun, I know you are not going to like what I am about to tell you, but this is how things are looking.
P1338 - Fuel Pump feedback circuit low/high voltage. This is indicating that your fuel pump is either getting too much voltage or too little voltage as is sensed by the fuel pump control module. Now, this can be caused by either bad wires between the ECM and the fuel pump control module or a bad ECM.
P1699 - CAN ECM/ACCM network malfunction. What this is saying is essentially that the computer for your engine can not talk to the rest of the car. This can be caused by a bad data bus or you have a problem with the ECM.
The only thing that is really in common with the two problems is the ECM. Now, if I remember right, you are also fighting an issue with the cooling fans for the engine not working properly and you were getting a low signal from the ECM. Tossing these 3 things together, I am pretty sure that your ECM is starting to take a dive and it is time to get a new ECM. LIke I said, I don't think you are going to like what I have to say. But, that is what things are looking like.

Thanks thermo water pump has been change , I didn't have a prob with the cooling fans and the car never over heated I would add coolant everytime I drove it and I'm in big trouble if it's the ECM I heard they cost like 1200 and I live pay check to pay check what should I check first please help me I'm desperate

Candy, in your case, the problem may lie in the fuel pump module. Unfortunatley, to access the module, you have to drop the fuel tank again. The other check that I would do is a hand over hand of the wiring running between the ECM and the fuel pump module. It is possible that through driving and the recent work, the wiring bundle has gotten damaged and what is happening is the signals that are going between the ECM and the fuel pump module are getting shorted out and therefore the fuel pump module does not know to turn on.
