Unhappy Rusty sill -

Eventually got round to removing the offside sill cover, still stuck on at the front - do I need to remove the scree in the arch to release it? or have I missed something?

At the back is a whole, not completely unexpected, any advice on how to patch-up and is this an MOT fail in UK? This just underneath, at the bottom of the rear wheel arch
