Searching for a key programming tool

I got a 2002 X-type on my hands at the moment and I'm trying to find some tools to reprogram the keys.
A brief history:
No crank, no start. Previous shop determined it to be the ECU, but couldn't really figure it out.
Was taken to me and a quick scan with my x431 determined the issue to be the transceiver ring on the ignition barrel. Replaced, still no crank.
I soon realized that all keys have somehow been deleted probably by the previous shop. Currently have no equipment to program transponders for this vehicle.
A quick search showed that a few tools like the VCM1, DA-VINA, Mongoose, DA-Dongle could program. But couldn't find any or couldn't find confirmation if they would actually work.
Could anyone give suggestions for a tool that is confirmed to work on this particular model, and isn't too difficult to find online?

Not sure if this will help but here goes.
I have a 2006 X type that runs and drives but i wanted to add a second key.
I bought the $170 Launch reader that has the ability to write the key , but no luck when i tried. I reached out to them , and they mentioned if i sent them the vin they would write the code for me. So , keep that in mind.

ren, I am sure this is not exactly the answer that you are looking for, but I think in this case is the most economical option. Call up a local locksmith and see if they have the ability to program keys to a jaguar. This should cost you around $100 USD. That is going to be a lot cheaper than most of the devices that you are going to end up buying. So, unless you plan on doing this multiple times, a local locksmith is going to be your best option.

I had two additional keys made. (eBay for the fobs, Triple-C for cutting the keys)
Here's my notes from the time:
Because I had only one working key, I had to use the laptop SW to program the transponders
Key programming this way clears all codes prior to linking the keys.
After successfully clearing the codes the SW showed an error message meaning the car had no functioning keys to start the car!!
("Security Failure" message in instrument cluster)
After researching over several days, the following worked:
Hard reset - disconnect battery and connect +ve and -ve cables together (I kept them together for 20 minutes)
Reconnect battery
Hook up battery charger - set to 10 Amps
Hook up laptop to external power
Connect JLR Mongoose
Start Diagnostic SW (Takes 40 minutes or so for data collection)
Program Transponders x3 (Worked well)
Kept getting error messages when programming remote transmitters
Disconnect laptop
Programmed remotes without laptop using this method:
ign switch I to II to I four times until hear a peep.
Remove key
Press one button on each of the remotes
Insert key - set ign switch to II to exit program mode
Takes only a few seconds!
Success!! Three keys cut, transponders programed and key fob transmitters paired
BTW - IDS itself is quite difficult to use and there are lots of posts regarding troubles using it / getting it to work on a computer. The locksmith recommendation above is a good one!
