Default Squeaky/Rubbing Steering Wheel (2016 XF)

Hi
2016 XF R Sport AWD with 19k miles, Houston, TX.
In the last week I have noticed a squeaky steering column with turning the wheel.
Squeaky is not the right word, it sounds like a servo motor is trying to hard. Best description I can give is that it sounds like the windshield wiper motors are turning on.
It sound like it is in the steering column, and makes noises even with 2 to 3 degrees turning of the wheel, the intensity of the noise is not related to the degree of turning or speed of the car.
Thoughts?
EDIT: The sound reminds me of windshield wipers on "high" / "fast" setting

Have you tried moving the steering wheel in or out, up or down, to see if the noise is still there?

It’s the wrapping inside the steering column. Known issues with Range Rover Discoveries. Your dealer should be able to resolve, pain in the *** though.
