There's several other threads on this. I've tried some of the suggested solutions to no avail. Whenever its really cold or really hot, the sensors are ghosted. Once the heat/aircon is running and the temperature inside the car stabilizes to a more moderate temperature, then my map lights settle down. My thought would be to figure out how to bypass the stupid sensors and just install tiny latching push-button mini switches, something like this:
But I have several other busted cars and a million other priorities so I haven't messed with it yet and will probably trade up to something newer before I ever get around to it. I keep hoping somebody else would figure it out first and post a how-to, then if it made it easy enough and looked clean enough (selecting the right style switch and the right spot to put it could take weeks of research and possible multiple purchases), then I might follow suit.
Taking the assembly out of the car and checking all connections, making sure they're clean and tight, as well as applying some (LIGHT AMOUNT OF) conductive paste resolved this for me. The touch sensor connection to the main board was the issue for me. Hasn't come back in over a year.
I would recommend to follow what Jaguar has posted on this? It's a well known problem with a somewhat easy fix?
There is a repair kit for about $30 that consists of 4 bits of rubber that need to be positioned in the overhead console as well as some contact cleaning solution. You will need to remove the overhead console and do the repair on the bench.
You need to purchase;
Carbon Contact Pad Service Kit - C2D38636
Attached is the TSB. Give it try and report back.

The paste seemed to "help" for a little while, but was not a "fix" and eventually its gotten even worse again.

Aaah, sorry to hear that. Clearly you've already cleaned it and tried it seems pretty much everything. Have you considered buying a new one? Unless (hopefully) that kit works. Fingers crossed! I know I hated having interior lights flickering on and off randomly, especially at night... Best of luck!
Went by my local Jaguar dealer today after lunch and ordered the kit. $50! Ouch! But more concerning they confirmed the dealership will be closed permanently as of April 1st so picking this up next week will likely be my last visit. They also said that the next closest Jaguar dealer 30 miles away is bailing out too.
