Too Rich on Restart

I do have power at F14. I will check to see if there is continuous power at the purge valve. If not, where can I find that relay R9?
Then I will see if the other wire in the purge valve connector goes to earth. If continuous to earth, I think that indicates a failure at the ECM cuz should only go to earth when the ECM commands. If no earth indicated, doesn't tell me anything,
I do want to look at the NAS "Evap Canister Close Valve". Can you tell me where on the vehicle it is, what it looks like? Is that the same as item 1 shown in post #16 above?

Sounds like it is incorporated in the charcoal filter assembly and not a separate part and the filter assembly is no longer available new.
It is located above the differential, so likely difficult to get to (haven't been into that area myself yet.
