The 'TRINARY' switch will operate correctly if the system has some pressure from a partial charge (most of a 12 oz. can) so that the compressor can be used to pull the rest of the refrigerant into the system.
There are several reasons why a compressor clutch will not engage.
You can 'jumper' the compressor relay (30/87) to engage the clutch and bypass all the 'safeguards' if the circuit has 'power'. (ie. the fuse is good)
Please note that 'wiring around' switches and relays can damage your system if there is a fault and that is the reason the clutch won't engage.
Diagnosis is preferred over throwing parts at a car.
Electrical guides are available from this site and elsewhere on the internet.

If you haven't run the AC diagnostics already - press the Auto and Recirc buttons, turn on the key, and read the codes on the AC display.

That is awesome information. The only other car I've come across that will do that is my 95 Buick Roadmaster which will also show engine codes on the HVAC display. More cars should do this.
