Tank has two straps holding it in, then almost looks like it would tilt down to change the fuel pump. Am I right? Or do you have to pivot the passenger side toward back of car because the filler neck won't allow it to "tilt"?

This is in a 2002 XJ8 where I have 10.5 volts DC on the two small gauge wires at the white connector at tank, so I assume pump is bad. Have no fuel pressure at valve on fuel rail.
