Default LH Low Beam not working - advice please

Hi, I have a 2005 Jaguar Vanden Plas, and I found out that the driver side (LH) low beam is not working. I checked the fuse and it seems OK. I checked that there is voltage at the fuse level and there is 12v present. I bought replacement HID bulbs and after a great of hand scraping, cursing, etc. I got the old bulb out and inserted the new one, but it did not work. I checked the bulb on the other side and it's working ok. I understand there are some relays that are compatible in the fuse box. I understand looking at the wiring diagram there is something called a headlight leveling module which perhaps contains a ballast. I don't see where this is or if its easy to replace or even needs replacing. I am not even sure how to test it.

Any help appreciated.

You will get more accurate advice in the correct forum for your car (X350); this forum is for the previous generation (to 2003). But could it be a ground issue? The ground points behind the headlamps on the 350 tend to cause problems - they did on a 2005 XJ I owned.
