So I succeeded with this but only after many fails. Why the fails? Turns out after replacing my fob battery and going through the procedure multiple times, sometimes I'd see hints of progress and sometimes not. Here's why it kept failing. The lock and unlock buttons on my fob weren't working. So when I'd use them to program, no progress. And if I used another button, when I'd succesfully program I couldn't tell if I was only checking by trying to lock and unlock. The only way I got the programming to work was by using either the headlight or trunk release button. (I'm not sure which one I pushed.) And then testing it using one of those same buttons. So now I can pop my trunk and light my lights with my fob...but I still need a new fob. Hope that helps somebody.
Remove the rubber button membrane and clean the back side with alcohol and a cotton swab as well as the circuit board contacts.
You can usually get the transmitter to work with those buttons but they are the ones used most frequently so the contacts get worn.

Changed the battery and fob didn't work now.

Remove the rubber button pad and really clean the rubber contact nubs under the buttons with denatured alcohol. Use a clean paper towel so you can see if any residue is removed. After fooling with just a light wipe of the nubs and not getting the fobs to work reliably, I tried this methind. Now all of my fobs work fine!
