Who has the lowest mileage `99 XJ8?
Pretty sure I do. 29K on my 1999 XJ8. A little old lady owned it (no seriously) and I bought it from her. Absolutely flawless - looks like it just came off the showroom flow. Time for its 30K service (after 20 years).Topaz is such a great color for an XJ8!The interior is immaculate.
I might have to sell it (no storage - anybody know what it's worth. Sure can't go by Kelly Blue Book...

That is a fantastic find, a shame you may have to sell it.
Value................despite the low mileage it will still need the tensioners done, and possibly other age-related items will need to be addressed, but should be worth a minimum of $8K, and possibly a max of $14K, given the right buyer?

Don't drive it until the plastic secondary tensioners are changed. As Carnival Kid said, they are age and not mileage limited and they are already 10 years past their sell by date.
My '98 had 41K miles on it when I bought it last year (for $2550 +TTL), and there were multiple age related issues that needed to be fixed (like ALL of the foam in the suspension). If the tires are original, they are junk (mine were brand new in 2003 and only had about 500 miles on them.. and they were Junk)

Tensioners, tires, etc.

Definitely will get the tensioner replaced. Cost was $1K on my 99 VDP, so not exhorbitant.
The tires were replaced in 2002 and have 6K on them. Undersrand the 6 / 10 year replacement rule. Interestingly enough, the tires look great - no sidewall checking and the inside of the tires look great. No sunlight exposure, no rain, snow or salt... I understand that the interior structure can be deteriorated, but they look great. Tempted to have them xrayed and / or dissected to see if the interior structure is in good condition and debunk the 6 / 10 rule. Yeah, I know... better safe safe sorry.
Headliner sagged (same as the VDP). Had that replaced for $300 (good price, eh?). Little scratch on the front bumper - body shop removed bumper, repaired and painted it ($500). Looks brand new.
New opal (light grey) mats with the grey interior are sharp ($133.00). Jaggbits had OEM Jaguar logo'd mat (dark grey) but quality was not there (looked cheap) - made in Poland ($255 - $150 other sources). Jagbits nice enough to accept return with no return postage.
Hoses look great. No oil leaks. Newer serpentine belt. Newer fuel pump. What else could go wrong?! Dont answer that!
Tensioners $1000, Tires $1000. Almost a new car for a few thousand dollars and it is a classic Jaguar.
Thinking I have to keep this Jaguar... it'll never be worth less, right?

I completely agree. They're underappreciated because they cost too little. The only things the average American consumer understands and values are money and book value.
